International Project Healthgrouper has successfully organized the Summit on Pay-for- Performance in Macedonia: Who wins, who loses. The Summit has given the opportunity for interesting and interactive debate among medical and dental doctors, patients and foreign experts.

(Skopje, December 19th 2012) - Healthgrouper herewith presents the key messages that emerged from the discussions and the debate of the Summit. Healthgrouper truly beleives that these messages will help in mediating the opposing attitudes of the medical doctors and health policy makers to find a common acceptable solution for modification of the project “Pay-for-reporting” that will protect the interest of patients, will motivate the doctors, and will support the Government to succesfully implement its planned agenda in practice.

Summit’s key messages

1. The Summit has supported the doctors’ initiative to be paid by performance. Doctors’ performance needs to be measurable over indicators that are related to patients’ benefit. The outcome of this reform should be patients’ satisfaction from the healthcare services;

2. Positive motivation (stimulation) of the doctors, and not punishment is an essential prerequisite for successfull implemenation of any healthcare reform;

3. The Summit has given clear recommendations that are to be followed in order to restore the full functioning of public hospital system.
